Ok. So what are the requirements for being allowed to give/take rep points?

does it matter? long story short, you can always do it, but you cant always CHANGE it.

for example, if you ar eNeg rep, you cant change someones rep, but if oyur like joshu, you can add 7-8 of rep, and take 3-4 of rep.

the factors are (you could've just googled this, btw, but it's obvious you are a bit noob:P)
Age (how lon gyou've been registerd (e.g. i've been since 2003/2004 - i think it works on per 6 months, or per year)
Amount of posts (i tihnk it's every 1000 posts you get another rep modifier)
Amount of Rep (per 100 is another modifier, i think)

that about does it.
All of that is modifiable by the admins, so thats arough guide. hope that got it for you.

I think Google is fucking great but I don't believe it can answer every question people have.

Once upon a time, I found this via Google. (http://www.cad-forums.com/showthread.php?t=51088)
Everyone starts with 10 rep and a green rep box.
A -1 rep total or lower has a red rep box.
A 5 rep total or higher has a green rep box.
For every 100 points of total positive rep, you gain an additional green rep box.
For every 60 days your rep altering power goes up by 1 point.
For every 1,000 posts your rep altering power goes up by 1 point.
For every 100 points of reputation your rep altering power goes up by 1 point.
You must have 250 posts and 10 points of rep earned to gain reputation altering powers.
Once you rep an individual you must rep 20 others before you can rep that individual again.
